The Culture of Public Money: Local, Provincial and Federal Perspectives

The governments of Canada, Ontario and Toronto, taken together, spend over $650 billion every year. But the process by which they make spending decisions, as well as how they spend, differs enormously depending on the order of government. On April 11 2024, Peter Wallace, who has played key roles at all three orders of government, joined the IMFG’s Enid Slack for a candid chat about the financial governance at the heart of Canada’s federal government, its largest province and the largest city.

Speaker

Peter Wallace is a Senior Advisor at Boston Consulting Group, Senior Fellow at the Munk School of Global Affairs and Public Policy, and Senior Fellow at the CD Howe Institute. He has previously served as the Secretary of Treasury Board for the Government of Canada, City Manager for Toronto, Head of the Ontario Public Service and Secretary to Cabinet, and Ontario Deputy Minister of Finance and Secretary to Treasury Board.

Moderator

Dr. Enid Slack is the Director of the Institute on Municipal Finance and Governance (IMFG) at the School of Cities. She is one of Canada’s foremost experts in municipal finance and has been working in this field for over 40 years. Enid has written several books and articles on municipal fiscal health, property taxes, intergovernmental transfers, and municipal infrastructure finance. She consults with governments and agencies in Canada and around the world.
