New IMFG Paper look at Montréal’s public finances

A new paper by the Institute on Municipal Finance and Governance (IMFG) examines Montréal’s public finances.

IMFG Paper No. 15 called “Public Finance in Montréal: In Search of Equity and Efficiency,” looks at the city’s financial arrangements following the amalgamation of the municipalities on the Island of Montréal in 2002, and the tumultuous de-amalgamation and creation of borough governments that followed. Written by Jean-Philippe Meloche and François Vaillancourt of the Université de Montréal, the paper focuses on the financial relationship between the City and its boroughs, and the critical link between service responsibilities and funding arrangements.

The IMFG Papers on Municipal Finance and Governance are designed to disseminate academic research undertaken in Canada and abroad on municipal finance and governance issues.
